That Komelon measuring tape is normally $7 at Lowe’s. I think it’s a pretty good tape measure for the price, but not exactly a deal to be excited about.

Thinking about this more, I might almost say that such a tool does not exist in your price range – if it exists at all. Table saws are not your average power tool. They are inherently NOT user-friendly unless you have the training to use them properly. Even with training you need to be alert when using them – as wood can be tricky especially when undergoing ripping operations. The reason that the Sawstop is able to sell saws at a premium price is in good measure because saw blade contact accidents are known to happen more frequently than anyone would wish. Those accidents can remove a finger in a flash or worse. While the blade guards, riving knives and anti-kickback pawls on modern saws help – they (and even the Sawstop technology) are no substitute for proper training and attentive use. So my advice would be to see if you can gather some experience in table saw use (maybe at a local woodworker’s club) then with that under your belt – you may be able to better decide what you want /need in a table saw.
If I’m misreading your experience level – I apologize – but I thought to pass on what I have from over 50 years of using a table saw.

But I’m always very cautious about recommending table saws to beginners. They are the most dangerous tool in the shop (by the measure of associated accidents). And the type of accidents that they can engender from inattention or untrained use can be life changing.

This can’t be overstated. There are so many things that can cause serious injury and potentially death with using a table saw. There are also very important techniques on how you feed the material, where to apply pressure (more importantly where NOT to apply pressure), supporting the material going in as well as going out, fence alignment, throat plate clearance.. really there are a lot of things you NEED to know before using a table saw. I personally know several very experienced carpenters missing parts or all fingers any the story of how it happened is always the same “It happened so fast I don’t even know.”
Last week I was ripping down a supposedly new 2×4 when about half way in something exploded out of the wood and hit me in the chest hard enough do make a 1/4″ gash through a fairly thick button up jacked and a thermal. Turns out it was part (or all, but I only found part) of a sheetrock screw that must have been broken off inside the 2×4. Had I not had my riving knife in it could have very well sent the 2x up over the back of the blade and done some serious damage.
I would say don’t get one until someone with some knowledge can show you the safest way to use it. An old timer missing one or two fingers on the same hand probably will give you good advise. If hes missing fingers on both hands I would steer clear.
